Yes. The Steam categories include single-player, and the official FAQ treats a group as optional. You can finish the 1.0 story alone.

What changes when you are alone

You still place Flame Altars, rescue survivors, and enter the Shroud on a timer. 1.0 scales enemy density with party size when that setting is Automatic, so a solo world is not secretly tuned as a 16-player fight. There is no PvP to opt out of. Dedicated servers are optional if you want the world to stay up while you are offline.

Is the story gated behind co-op?

No. Single-player is a store category, and offline play is supported.

Can I add friends later?

Yes, up to 16 on PC or 8 on PS5. Cross-play between them is not available.
